A company called Youthlaw has been providing free legal help for nearly 30 years to tamariki under the age of 25. They cover various issues including educational funding in NZ. This is sadly an all-too-common scenario – and as with most punishments for ākonga / students with FASD, it doesn't work and merely serves to isolate and traumatise them further.
